You'll need it to be modded somehow, whether it be with a chip or SD media launcher.

You can use a standard Nintendo memory card.  It has to be dedicated to Action Replay though.

You can either run the DOL file using SD-Load or you can burn the GCM just like any other game.

Yes but don't use your main memory card.  It would erase any saves on that card.  Use a memory card that you don't care about.  I downloaded this a couple months ago.  I think I remember this containing readme file explaining the dangers of Action Replay.  Download this and read the readme.  Its only like a 5 MB download... or something like that.
